These are tough days for international efforts to put a meaningful price on carbon pollution. The European carbon market is crashing and countries are dumping the Kyoto Protocol like a bad habit. On the bright side California's carbon market is on the upswing and China has announced a modest carbon tax. United Nations negotiations are trying to push industrialized and emerging countries to get real about reducing global greenhouse gases and shield the world's most vulnerable populations. It's a tough sell and many clean energy advocates say a global deal once dreamed about at Copenhagen will never happen. Others say incremental progress is being made and the UN talks still have a meaningful (and moral) role to play in averting catastrophic climate disruption.
