A 1988 graduate of Virginia Military Institute, Colonel Starling received a Master’s Degree in Public Administration from the City University of New York in 2001.  In 2007-2008, he was a National Security Fellow with the Hoover Institution where he studied China’s growing influence in Africa.

Colonel Starling will address American Military bases overseas:  What is a base?  How many do we have?  Where are they?  How much do they cost?  Who is in charge of them?  Do we need more?  Do we need less?  He will break out the pros and cons of our military footprint abroad with a focus on specific threats to the country….which precipitates the need for these bases.
