Francis Fukuyama, best known for his hugely influential The End of History and the Last Man, has published a provocative new book, Political Order and Political Decay. It argues that the key to political stability and economic growth is not culture, geography, or international competition, but the quality of political institutions—democracy, a strong, effective state, and the rule of law.
